Koblenz, Rhineland-Palatinate, Germany

Ok, so it won't count towards the 3,141, but here is a postcard from an old friend from high school, who is now living in Germany! I looked, and Germany has the equivalent of states (called federal states), then they break it down into administrative regions, and then further into districts. Since German districts are described as being "composed of numerous municipalities, which can consist of cities, villages, or groups of villages," I'll consider districts to be county-equivalents.

Koblenz is the larger administrative region (there are three in the federal state of Rhineland-Palatinate), but it's also a "district-free" region within that administration region, which is the equivalent of our consolidated city-county. So I can now mark Koblenz, Rhineland-Palatinate off my Germany counties list :)

If anyone can read that postmark and tell me if that can tell me if I'm right about the origin, that would be great.

I am not sure what the other letters and numbers mean:

mb - the M stands for "acknowledgement received for" (Meldung liegt vor), but I am not sure about the b (it also can be ma, mj, mr, etc.)

The numbers are 4-028 and -5.1 07.21
I am guessing the 07.21 is a time of day.
